No. First turn peace was implemented to keep players from rushing each other in turn one, not for them automatically staying at peace for ages. Instead, there should be the possibility of manually keeping peace. Like in turn two the default setting will still be war, but one can still send a peace- or ally-request in turn 1. At the current point it is only possible to send an ally request.

Aparently you didnt undertand me.
When you propose peace and that guy attacks you, the peace is automatically declined.
There should an option to propose a ceasefire even if you attacked or he attacked you.

The problem I see in this situation is when the player takes your capital and then he accepts peace, it could bring AW to a whole new level of backstabness. An easier solution is to simply message the player you want to send the request beforehand.
