Countries without cities, unable to be invaded.

It has come to my attention that Malta, Montenegro and Macedonia have no cities and cannot be invaded. Could this be fixed by inserting exclusively the capital into all these countries (Skopje, Podgorica, Valletta)? If there are any others, point them out here.
