Mods for pirated games?

Can anyone help me out with a quick question.

Can I get mods onto a pirated game? I have eu3(PC is too shit for eu4) and im trying to download mods for it and place them into the mods folder, but it seems like it's not working, any help?

Bro if you can barely play the game in its current form I don't think mods are gonna help since most are badly optimised
