I remember there were old versions that were. I started off in the province of stronk "Left Nipple".

A map making contest would be cool, Would any older map makers be interested in hosting it and judging it I wonder?

I think a contest for a map, regardless of whether it has a playable version, is alright. Just so long as they are original.

Not really fair though if maps are allowed that are essentially made from overlays. This might be an original but I highly doubt it, so that makes it less impressive imo.
