Buff/nerf/balance blitz

Id say blitz need to have -2 defence for ground main defence (-1 for all and -1 in cities) and +3 range
and ground main attack have -1 in cities and +3 range
(so far its implemeted)
ground stealth -1 defence everywhere but just +2 range
ground other +1 range
gen +3 range
secondary attack/defence -1 defence in cities and no range buff
and thats it, no navy/air buffs/nerfs

Furthermore, I consider that NWE must be destroyed
