Air transport capacity confusion

I think it would be a good idea to have at capacity 1 and at capacity 2 upgrade separate instead of having at capacity 2 unlocking only after at capacity 1 is unlocked. personally, i think this method is better since it is less confusing for new players but idk.

Actually it's complete opposite it shows progression easy to understand. Having it different would confuse them as which to pick first...
